Palitoy Sally Says Doll (Box 70cm Doll is 60 cm/2 feet tall.). I think this is from the late 1960s by Palitoy. I will try to find a cardboard box to send it in but if not I will reinforce the doll box with cardboard and wrap in plastic for added protection.
